摘  要:地方政府编外用工改革是推动地方政府机构改革、推进依法行政和提高行政效能的应有之义。现有的编外用工改革探索在经验和理论层面均有所发展,但仍存在不足:一方面,既有实践存在“一刀切”和“等待”的治理倾向,改革依然任重道远;另一方面,既有研究存在视角单一化、观点碎片化问题,难以为编外用工改革提供整体性指导。文章以系统观念为指导,尝试对地方政府的编外用工改革进行整体性研判进而回应改革进程中的经验和理论困惑:首先,从政府和编外群体视角剖析编外人员长期存续的底层逻辑,阐明编外用工的复杂性;其次,基于招录、执行和管理三环节梳理编外用工的系统性问题,展示编外用工改革的必然性;再次,探讨改革探索过程中可能产生的政府层面与社会层面的“隐忧”;最后,尝试基于前述内容提出有针对性的改革建议。The reform of non-staff employment in local governments is essential for promoting local government institutional reform,advancing law-based administration,and improving administrative efficiency.The current non-staff employment reform has developed both in experience and theory,but there are still shortcomings.On the one hand,existing practices tend to simplify the reform of non-staff employment with a“one-size-fits-all”and“wait-and-see”approach,and the reform still has a long way to go.On the other hand,existing research suffers from a narrow perspective and fragmented viewpoints,making it difficult to provide holistic guidance for non-staff employment reform.Guided by the systems thinking,this article attempts to comprehensively assess the reform of non-staff employment in local governments and address the experiential and theoretical dilemmas in the reform process.The article tries to analyze the underlying logic of the long-term existence of non-staff personnel from the perspectives of the government and the non-staff group,clarifying the complexity of nonstaff employment.Based on the three links of recruitment,execution,and management,the article sorts out the systematic problems of non-staff employment,demonstrating the necessity of its reform.It also explores the potential“hidden worries”at the government and social levels during the reform exploration process,providing a“problem warning”for the reform.Finally,the article attempts to propose targeted reform suggestions based on the aforementioned content.
