摘 要:科学的数据制度是实现数据禀赋利用最大化的重要途径,数据分类在很大程度上决定了数据制度的逻辑安排与结构选择。基于功能主义为数据分类制度所提供的理论指引,以目标层、结构层、运作层建立分析框架并以此考察央地制度文本中数据分类的结构样态,现有数据分类存在三重逻辑困境,即目标缺乏制度功能预期指引、结构未能实现要素有效整合、运作难以达至高效合作。为此,应从增进与保障的功能指引、内部与外部的要素整合、标准与序位的协调合作等三个面向,确立以公共数据为核心、以特殊数据为划分的主次标准相结合的科学化数据分类及其结构类型。A scientific data system is an important way to maximize the utilization of data resources.Data classification determines the logic arrangement and structure selection of the data system to a great extent.Based on the theoretical guidance provided by functionalism for the data classification system,the analysis framework is established at the target level,the structure level and the operation level,and the structural pattern of data classification in the central and local system texts is investigated.There are three logical dilemmas in the existing data classification,that is,the target lacks the expected guidance of the system function,the structure fails to achieve the effective integration of elements,and the operation is difficult to achieve efficient cooperation.Therefore,we should establish a scientific data classification and its structure type based on the combination of primary and secondary standards with public data as the core and special data as the division from three aspects:functional guidance of promotion and protection,integration of internal and external elements,and cooperation of standards and sequences.
