摘 要:西部地方高校的发展问题,不仅仅是一个影响西部高等教育发展的内部问题,还是一个事关国家安全稳定、共同富裕的可持续发展的重要问题,对其进行深入研究有着重要的理论意义与现实价值。要解决西部地方高校发展问题,“权”是一个不可绕过的命题,“权”包括“权力”“权利”与“意识”等。考察我国西部地方高校发展的现实,出现了“有权不会用”与“有权不想用”的问题,这实际上是有限支持下的高依赖与低自主的双重组织运作模式所导致的困境。要解决当前的问题,推动我国西部地方高校健康快速的发展,可以采取高支持下的协商自主方略:一是推进制度供给侧结构性改革;二是实现利益共赢,增进制度绩效;三是提升高校“权”的意识,优化权的配置。The development issue of local universities in western China is an internal issue affecting higher education development in the region and an important issue related to national security,stability,and common prosperity.Focusing on it has crucial theoretical significance and realistic value.To solve the development problems of local universities in western China,power,rights,and awareness are propositions that cannot be bypassed.The analyses of the development reality of regional universities in west China reveal that the problems of having power but not using it and having power not wanting to use it have emerged.The dual organizational operation model of high dependence and low autonomy under limited support causes this dilemma.We can adopt consultative autonomy with increased support to solve the current problems and promote the healthy and rapid development of local universities in the western region.The first is to promote the supply-side structural reform of the system,the second is to achieve win-win benefits and improve the system performance,and the third is to improve the awareness of the rights of universities and optimize the allocation of rights.
