“专精特新”中小企业标准体系的构建及对策研究

摘　　要：“专精特新”中小企业的高质量发展是构建新发展格局的稳定器和建设创新型国家的生力军,而标准化及标准体系将为中小企业“专精特新”高质量发展提供方向引领和标准支撑。该研究遵循标准体系构建的目标明确、全面成套、层次适当、划分清楚等基本原则。本文依据中小企业“专精特新”提升过程和标准化特征,利用多维度的标准分类方法,构建了“专精特新”中小企业标准体系。具体包括基础标准子体系、资质评定标准子体系、管理培育标准子体系和“专精特新”提升标准子体系4个二级类目子体系,15个3级类目系列标准;提出要加强重点环节标准研制、开展标准化培育和宣传、建立标准实施反馈机制等对策建议,以进一步指导和推动中小企业“专精特新”高质量发展的标准化工作深入开展。High-quality development of specialized and sophisticated small and medium-sized enterprises is a stabilizer for building a new development pattern and a driving force for building an innovative country.Standardization and standards system will provide directional leadership and standards support for high-quality development of specialized and sophisticated small and medium-sized enterprises.This paper abides by the basic principles of clear objectives,comprehensive sets,appropriate levels and clear divisions for the construction of a standards system.Based on the enhancement process and standardization characteristics of specialized and sophisticated small and medium-sized enterprises,it constructs the standards system of specialized and sophisticated small and medium-sized enterprises by the multi-dimensional standards classifi cation method,which incudes four sub-systems of basic standards,qualifi cation assessment standards,management cultivation standards and specialized and sophisticated upgrading standards,and 15 third-level standards for further guiding and promoting the standardization work of specialized and sophisticated small and medium-sized enterprises.
