摘　　要：以“健康娄底‘十四五’规划”为背景,深入分析了娄底市基层医疗卫生机构现状及在基础设施、卫生资源、人才资源及保障机制等方面存在的问题。为了深化医疗服务供给侧改革、提升基层医疗服务能力路径,在基层医疗卫生机构建设、基层医疗人才队伍建设、基层医疗服务方式及发挥医保调控等方面进行了深入探讨,为纾解基层医疗发展困境提供可行性策略。In the context of “14th Five-Year Plan” construction plan of Health Loudi,we deeply analyzed the current situation of institutions for primary medical care in Loudi City and the existing problems in infrastructure,health resources,human resources and protection mechanism.In order to deepen the supply-side reform of medical services and enhance the service ability of primary health care,this paper deals with the construction of primary health care institutions,primary health care personnel construction,primary health care service mode and health insurance regulation,providing feasible strategies to ease the development of primary health care dilemma.
