高职教育投入何以促进数字经济发展?--基于省级面板数据的PVAR实证研究

摘　　要：高职教育投入具有明显的溢出效应,可通过优化人力资本结构促进数字经济发展。基于2010—2020年我国31个省(自治区、直辖市)的面板数据,采用PVAR模型研究高职教育投入与数字经济发展间的动态关系和区域差异,并探讨人力资本结构在其中是否存在中介效应。研究发现:高职教育投入与数字经济发展之间存在相互促进的动态关系,且数字经济发展对高职教育投入的促进作用,小于高职教育投入对数字经济发展的促进作用;数字经济的自我发展惯性明显高于高职教育投入的自我发展惯性;东部、中部、西部地区数字经济发展对高职教育投入的正向影响均存在滞后性,其影响贡献率从高到低依次为西部、中部、东部;东部地区高职教育投入可以有效推动数字经济的发展,而中西部地区高职教育投入对数字经济发展的促进作用还有进一步提升的空间;人力资本结构在高职教育投入对数字经济发展的影响中,起部分中介作用。因此,为促进高职教育与数字经济协调发展,高职教育必须充分发挥其对数字经济的推动作用;保持数字经济的持续,才能为高职教育提供物质支持;同时,政府要统筹推进,多元主体协同共治,增强职业教育人才培养和数字经济发展之间的适应性。Higher vocational education investment has a noticeable spillover effect and can promote the development of a digital economy by optimizing human capital structure.Based on the panel data of 31 provinces(autonomous regions,municipalities)in China from 2010 to 2020,this paper uses the PVAR model to study the dynamic relationship and regional differences between higher vocational education investment and the development of the digital economy,as well as the mediating effect of human capital.It is found that:There is a dynamic relationship of mutual promotion between higher vocational education investment and digital economy development,and compared with the promotion of higher vocational education investment to the development of digital economy,the development of digital economy has a more significant promotion to higher vocational education investment.The self-development inertia of the digital economy is higher than that of higher vocational education investment.In the eastern,central and western regions,the promotion of higher vocational education investment by the development of digital economy needs to catch up,and its contribution rate from high to low is western,central and eastern.In the eastern region,higher vocational education investment can effectively promote the development of a digital economy,but there is stil room for further improvement in the central and western regions.The structure of human capital plays a partial intermediary role in the influence of the higher vocational education investment on the development of the digital economy.Therefore,in order to promote the coordinated development of higher vocational education and the digital economy,higher vocational education must give full play to its role in promoting digital economy.In addition,it is necessary to maintain the sustainable development of the digital economy to provide material support for higher vocational.At the same time,the government should promote coordinately,collaborative governance among multiple entities to enhance the
