摘  要:市域产教联合体是我国职业教育产教融合推进的新方向和建设现代职业教育体系的新载体。从组织间网络理论视角出发,市域产教联合体建设应以资源依赖为出发点,以地方政府为建设主体,以产业园区为建设基础,以城市经济社会发展为服务面向,以促进人才培养、创新创业、产业经济高质量发展为目标,具有从雏形到正式、规范,再到成熟、紧密的三阶段形成机制。在市域产教联合体建设过程中,应高度关注主体责权明晰和协调问题、组织间信任关系的建立问题、合作成果和收益的归属问题。为高质量推进市域产教联合体建设,应加强地方政府高位统筹,为联合体建设提供制度规范;调动跨界组织参与联合体建设,发挥其评估和监督治理作用;发展契约信任至合作信任,增强组织间的合作信任感和稳定性;创新资源拓展路径和合作模式,保持联合体持续创新活力。Municipal industry-education consortium is a new direction of promoting industry-education integration and a new carrier of constructing modern vocational education system.From the perspective of organizational network theory,municipal industry-education consortium takes resourcses dependence as the theoretical basis,takes local government as the construction subject,takes industrial park as the basis,takes urban economic and social development as the service orientation,and takes promoting talent training,innovation and entrepreneurship and high-quality development of industrial economy as the goal.The formation mechanism of municipal industry-education consortium experiences three stages from the embryonic form to the formal,standardized,and then to the mature and close.In the construction proces of municipal industry-education consortium,great attentions should be paid to the clarity and coordination of the responsibilities and rights of the main body,the establishment of trust relationship between organizations,and the ownership of cooperation achievements and benefits.In order to promote the construction of municipal industry-education consortium,we should strengthen the level of local government as a whole;mobilize cross-border organizations to participate in the construction of the consortium and play their roles in assessment and governance;develop contractual trust to cooperative trust,enhance the sense of trust and stability of cooperation between organizations;innovate resources development paths and cooperation mode,so as to keep continuous innovation of the consortium.
