韩国长期护理社会保障制度的发展历程与现状分析

摘　　要：韩国是世界上人口老龄化速度最快的国家之一,韩国与我国的养老文化相似,其经验对我国构建长期护理社会保障制度具有一定的借鉴意义。基于最新政策和数据,系统梳理自上世纪80年代以来韩国长期护理救助、保险和福利制度的发展历程,从责任机构、目标群体、筹资机制、待遇给付等方面总结其制度特征,讨论不同制度之间的衔接问题。基于研究结果,建议中国政府通过捋顺制度管理机制、厘清相关部门职能分工、加强不同制度之间衔接等措施,统筹优化我国长期护理社会保障制度。South Korea is one of the countries with the fastest population aging in the world and shares a similar filial piety culture with China.Studying its experience could offer insights into the development of China's long-term care social security system.Based on the latest policies and data,this study systematically reviews the development process of South Korea's long-term care social assistance,social insurance,and social welfare schemes from the 1980s onwards.The study examines their institutional characteristics,considering factors such as responsible government sectors,target population,financing mechanism,and benefits payment,with particular emphasis on the coordination among various social security schemes.Drawing from the research findings,it is recommended that the Chinese government streamline management mechanisms,clarify the roles of different departments,and bolster coordination among diverse types of schemes,aiming to comprehensively enhance China's long-term care social security system.
