摘 要:本文在梳理国内外汽车产业政策研究和相关理论的基础上,以中国2016-2020年乘用车企业月度产量数据作为研究对象,构建双重差分模型量化评估了双积分办法对国有与合资企业,以及是否具备关联企业关系构建双重差分模型量化评估了双积分政策对国有与合资企业、关联企业产生的异质性影响。结果显示,双积分政策实施会显著提高国有企业、具有资本关联方的企业低油耗汽车的产量,但影响存在滞后性;同时政策的实施会显著提高国有企业新能源汽车的产量。据此提出鼓励汽车节能技术提效升级、优化新能源积分机制等政策建议。Based on the domestic and foreign automobile industry policy research and related theories,this paper takes the monthly production data of China's passenger vehicle enterprises from 2016 to 2020 as the research object,a double-difference model was constructed to quantitatively assess the impact of the double-integral approach on state-owned and joint ventures,and whether the affiliated enterprises have the relationship to build a double-difference model to quantify the impact of the dual-integral policy on the heterogeneity of state-owned enterprises and joint ventures,affiliated enterprises.The results show that the implementation of the double-integral policy can significantly improve the production of low-fuel-consumption vehicles in state-owned enterprises and enterprises with capital-related parties,but the impact has a lag At the same time,the implementation of the policy will significantly increase the production of new energy vehicles by state-owned enterprises.Based on this,some policy suggestions are put forward,such as encouraging the upgrading of automobile energy-saving technology and optimizing the new energy integration mechanism.
