摘  要:由于我国职业教育改革和产业结构调整因素的影响,部分高职院校在机构改革过程中设立了二级管理层,并在校、院两级管理制度方面进行了大幅度的改革。据业务流程再造理论,建立信息技术平台,确保各活动单元和流程环节协调运作。这种扁平化管理的模式,最重要的是使校级管理重心下移,把原有院校的职能部门的管理权限进行了调整,加大各教学单位的自主权限,实施目标管理。构建和完善地方高校校、院扁平化管理体制是打造人才培养特色的有效手段,以期促进学校的可持续发展。Due to the influence of vocational education reform and industrial structure adjustment,many higher vocational colleges have set up secondary management level in the process of institutional reform,and have carried out great reforms in the management system of school and college.According to the business process reengineering theory,the information technology platform is established to ensure the coordinated operation of all activity units and process links.The most important thing of this flat management mode is to shift the focus of school-level management down,adjust the management authority of the functional departments of the original colleges and universities,increase the independent authority of each teaching unit,and implement management by objectives.To construct and perfect the flat management system of local colleges and universities is an effective means to create the characteristics of talent training,so as to promote the sustainable development of schools.
