摘 要:新民主主义革命时期,中国共产党领导的革命根据地经历了苏区时期、抗日战争时期、解放战争时期三个不同的历史时期。革命根据地的长期存在和革命根据地教育的蓬勃发展,为教育督导的实施分别提供了稳定的外部环境和内部土壤。中国共产党以革命根据地教育发展和革命战争的需求为出发点,在教育督导机构、队伍、职能、实施、结果运用等方面开展了独具特色的探索。具体表现为:督导机构实现了从内设到独立设置的跨越,督导队伍以优秀干部为主,督导职能以督学为主,督导实施依据巡视和报告制度开展工作,督导结果运用注重公示公开和改进工作。革命根据地的教育督导具有鲜明的时代特征:督导主体多元、对象多样;督导内容以督学为主、督政为辅;督导队伍不健全、督导工作不稳定。During the New Democratic Revolution,the revolutionary base areas under the leadership of the Communist Party of China went through three periods:the Soviet leadership,the War of Resistance against Japanese Aggression,and the War of Liberation.The long-term existence of the areas and their vigorous educational development provide stable external and internal condition for educational inspection.Starting from the educational development of the areas and the needs of revolutionary war,CPC has carried out exploration in the institution,team,function,implementation and application of educational inspection.The exploration is demonstrated as follows:the institution has leapt from internal to independent setting,the team is dominated by excellent cadres,the function is mainly on learning,the implementation is based on inspection and reporting system,and the result is open to the public and used to improve work.The inspection has distinct characteristic,including diverse subject and object,the content focuses more on learning and less on politics,and the team is not sound and the work is unstable.
