摘　　要：迄今为止,人类社会发展经历了多种生产方式,不同形态的经济活动方式对应多种社会保护机制。社会保护经常被理解为比社会保障具有更广的义涵,社会企业的经济与社会混合性质就包含了多种经济关系在内的社会保护关系,体现了社会保护机制的滞后性、并存性、继起性和衔接性。作为社会互助体制中的市场互助主体,社会企业从生产出发,对脆弱群体、低收入群体和特定社会群体的社会问题进行干预,成为一种具有包容性特征的社会保护手段,这正是发展型社会福利政策的实践议题。社会企业优化了社会福利资源配置,也唤醒了冷寂的市场互助体制,为福利治理改革提供了一条新的路径。So far,human society has gone through various modes of production,and different forms of economic activities correspond to various social protection mechanisms.Social protection is often understood as having a broader meaning than social security.The economic and social mixed nature of social enterprises includes various economic relationships,reflecting the lag,coexistence,continuity,and connection of social protection mechanisms.As the main body of market mutual aid in the social mutual aid system,social enterprises intervene in social issues of vulnerable groups,low-income groups,and specific social groups from the perspective of production,becoming an inclusive social protection tool.This is precisely the practical issue of development oriented social welfare policies.Social enterprises have optimized the allocation of social welfare resources and awakened the silent market mutual aid system,providing a new path for welfare governance reform.
