摘 要:面对社会个体能力的客观差异性和优质高等教育资源的现实有限性,如何较为公平地持续提供高等教育机会是我国高等教育普及化面临的重大难题。加州大学社区学院的转学教育运用院校“共通”机制、校际“合作”机制、转学“保障”机制、信息“公开”机制和财政“激励”机制,综合发挥不同类型、不同层次、不同性质高等教育机构的功能,为诸多副学士学生搭建了学历提升通道,为教育公平的实现提供了可能。探究加州转学教育的嬗变历程,剖析转学教育系列的运行机制,对于高等教育普及化背景下我国健全高等教育专本衔接机制、促进高等教育公平与提升高等教育质量具有重要借鉴价值。Facing the objective differences of social individual abilities and the realistic limitation of high-quality higher education resources,how to provide higher education opportunities fairly is a major problem facing the popularization of higher education in China.The transfer education of California Community College uses the"common"mechanism of colleges and universities,inter-school"cooperation"mechanism,transfer"guarantee"mechanism,unveiled information mechanism and fiscal incentive mechanism,enable higher education institutions of different types,levels and natures to develop with their respective functions and missions,it has built a channel for community college students to improve their academic qualifications and made it possible to achieve educational equity.Exploring the development process of California s transfer education and analyzing the transfer guarantee mechanism have important reference value for China to improve the connection mechanism of higher education and promote the equity and quality of higher education under the background of popularization of higher education.
