高校三职能推进“三融”的结构方略与逻辑建构

摘　　要：教学、科研和社会服务是高等学校服务人才培养的三大职能,职普融通、产教融合、科教融汇是党的二十大规划的我国职业教育事业的顶层设计。以三职能推动“三融”,是建设新时代高质量高等教育体系的规律性要求,更是高等职业学校提升发展水平的现实要求和政治担当。高校三职能推进“三融”结构方略在于,以职普融通为核心,改革新时代高等教育人才分类培养模式;以产教融合为重点,探索新时代高等职业教育创新发展机制;以科教融汇为方向,提升新时代高等职业教育特色人才培养能力。高校三职能推进“三融”的逻辑建构是全面贯彻党的教育方针,落实高校立德树人根本任务;其理论支撑是党的二十大报告关于教育、科技、人才一体发展的理论创新;其制度保障是国家做出的教育优先发展、科技自立自强、人才引领驱动的战略部署。Teaching,scientific research and social service are the three major functions of colleges to serve the cultivation of talents.The integration of vocational and general education,the integration of industry and education,and the integration of science and education are the top-level design of China's vocational education development planning in the 20th CPC national congress.Promoting the "three-integrations" with the three functions is a regular requirement for building a high-quality higher education system in the new era,and it is also a realistic requirement and political responsibility for higher vocational schools to improve their development level.The structural strategy for the three functions of colleges to promote the "three-integration" is to reform the classified training mode of higher education talents in the new era with the integration of vocational and general education as the core;focusing on the integration of industry and education,explore the innovative development mechanism of higher vocational education in the new era;taking the integration of science and education as the direction,improve the training ability of characteristic talents in higher vocational education in the new era.The logical construction of the colleges' three functions to promote the "three-integration" is to fully implement the Party's education policies and implement the fundamental task of moral education in colleges.Its theoretical support is the theoretical innovations on the integrated development of education,science and technology and talents in the report of the 20th CPC national congress;its institutional guarantee is the country's strategic deployment to prioritize the development of education,secure self-reliance and self-improvement in science and technology,and attain talent leadership.
