摘　　要：《中华人民共和国禁毒法》(以下简称《禁毒法》)是我国禁毒工作的基本法,对禁毒工作的部署和开展具有导向和指向性作用。近年来,我国禁毒工作取得了显著成效,禁毒斗争形势持续好转,但毒品形势依然严峻、复杂,并出现了一些新情况、新问题。伴随着毒情的变化和禁毒工作的深入推进,现行《禁毒法》中的一些规定需要进行必要的修订以更好地满足禁毒工作现实需求。通过广泛调研,本文在毒品定义与管制、禁毒办实体化、戒毒制度、禁毒组织和禁毒社工、禁毒宣传教育等方面进行了梳理并提出原则性修改建议,以期为《禁毒法》立法完善工作提供有益探讨。The"Narcotics Control Law of the People's Republic of China"(hereinafter called"Narcotics Control Law")is the basic law of Narcotics Control work,and has a guiding and directive role in the deployment and development of Narcotics Control work.In recent years,China has achieved remarkable results in Narcotics Control work,and the situation in the fight against drugs has continued to improve,but the drug situation remains grim and complex,and some new situations and problems have emerged.With the changes of the drug situation and the in-depth promotion of Narcotics Control work,some provisions in the current Narcotics Control Law need to be revised to meet the practical needs of narcotics control work.Through extensive research,this article sorts out and proposes principled modification suggestions for drug definition and control,substantiation of narcotics control management,drug rehabilitation system,narcotics control organizations and narcotics control social workers,narcotics control publicity and education,and other aspects.providing useful discussions for the legislative improvement of the Narcotics Control Law.
