高校自治能力建设的法治路径探析

摘　　要：本文阐述法治推动下的高校自治能力建设路径,提出构建高校内外部法治环境的思考框架,并提出具体路径选择。本文认为,应构建外部法治环境,建立政校合作机制,并拓宽环境监督广度;构建内部法治环境,明晰内部监督主体职责,畅通权力制衡渠道。本文为高校自治能力建设提供了法治视角下的路径选择方案。The path of autonomy ability construction driven by the rule of the law is illustrated in this paper,the framework for construction of internal and external rule of legal environment in colleges and universities,specific path options are all put forward here.It is argued that the external rule of legal environment should be constructed;government and university cooperation mechanism should be established;the internal rule of legal environment should be built;the internal supervision of the main responsibilities should be cleared,and power checks and balance channels should be smoothed.a path for the construction of self-governance capacity of colleges and universities under the perspective of the rule of law options.is provided.
