区域创新发展视域下江西省高层次人才政策文本研究——基于61份政策文本内容分析

摘　　要：区域创新驱动发展战略背景下,高层次人才是推动经济社会发展、促进产业转型升级的重要力量,是提升城市创新力和竞争力的重要手段。人才政策对高层次人才的集聚和配置具有重要促进作用。基于61份政策文本,从政策发文趋势、政策发文主体、政策主题类型和政策工具四个维度对江西省高层次人才政策进行分析,得出结论:江西省高层次人才政策服务于区域创新发展目标趋势明显,但仍存在政策发文主体单一、政策体系不全面和政策工具使用失衡等问题。结合江西省区域创新发展目标,应推进各部门协同治理,建立系统性政策体系,提高政策工具与区域适配性,进一步优化江西省高层次人才政策。Under the background of regional innovation-driven development strategy,high-level talents are an important force in promoting economic and social development,industrial transformation and upgrading,as well as an important means to enhance urban innovation and competitiveness.Talent policies play an important role in promoting the aggregation and allocation of high-level talents.Based on 61 policy texts,this paper analyzes the high-level talent policies in Jiangxi Province from four aspects:policy issuance trends,policy issuers,policy theme types,and policy tools.The study finds that the high-level talent policies in Jiangxi Province are clearly aimed at serving regional innovation and development goals,but there are still problems such as the single subject of policy documents,the incomplete policy system,and the imbalanced use of policy tools.In combination with the regional innovation and development goals of Jiangxi Province,it is necessary to promote collaborative governance among various departments,establish a systematic policy system,and improve policy tools and regional adaptability,and further optimize the policy for high-level talents in Jiangxi Province.
