摘　　要：当前生态保护修复对资源投入的巨大需求与政府供给的相对不足的矛盾日趋紧张,亟需引导社会资本等社会力量主体共同参与。自然资源资产配置是实现“绿水青山”向“金山银山”转变的重要环节,也是撬动社会资本参与生态保护修复的重要手段。文章在阐述自然资源资产配置与社会资本参与生态保护修复之间的关系的基础上,通过梳理现阶段国内社会资本参与生态保护修复发展趋势及实践,总结了“产权激励”、“资源利用”、“产权关联权益释放”和“资源整合”4种自然资源资产配置模式,并探讨了当前形势下自然资源资产配置存在的困境和现实对策,以期为社会资本参与生态保护修复工作提供参考。The contradiction between the huge demand for resource investment in ecological protection and restoration and the relative shortage of government supply is becoming increasingly tense,and it is urgent to guide social capital and other social forces to participate together.The allocation of natural resource assets is an important link in achieving the transformation from"green mountains and clear waters"to"golden mountains and silver mountains",and also an important means of leveraging social capital to participate in ecological protection and restoration.On the basis of elaborating on the relationship between natural resource asset allocation and social capital participation in ecological protection and restoration,this article summarizes four natural resource asset allocation models:"property incentive","resource utilization","property related rights release",and"resource integration"by sorting out the current development trends and practices of social capital participation in ecological protection and restoration in China,and discusses the difficulties and practical countermeasures in the allocation of natural resource assets under the current situation,in order to provide reference for social capital to participate in ecological protection and restoration work.
