防范化解重大风险需要处理好各领域之间的辩证关系——以陕西省榆林市为例

摘　　要：重大风险防范化解是一项复杂的社会系统工程,全国把风险防范化解确定为8+5个领域,榆林市根据当地实际和特色选择了政治、经济、意识形态、社会、生态、安全生产六个领域。任何一项重点领域的防范化解都与其他领域防范化解息息相关、密不可分,它们共同构成了重大风险防范化解这一有机整体,但六项重点领域重大风险防范化解之间不是简单的并列关系,不能平均用力,要科学确定重大风险防范化解的重点领域、立足榆林市经济社会发展实际,推进重点领域重大风险防范化解、准确把握重点领域重大风险防范化解的重点。Major risk prevention and mitigation is a complex social systems engineering,risk Prevention and mitigation have been iden⁃tified as 8+13 areas nationwide,while Yulin has chosen six areas,namely political,economic,ideological,social,ecological and work safety,in accordance with its own realities and characteristics.The prevention and resolution of any one key area is closely related to and inseparable from the prevention and resolution of other areas,which together constitute the organic whole of the prevention and resolution of major risks,however,the six key areas of prevention and mitigation of major risks are not simply a side-by-side relation⁃ship and can not be applied with equal strength.We should scientifically identify the key areas of prevention and mitigation of major risks and base our efforts on Yulin’s actual economic and social development,we will promote the prevention and mitigation of major risks in key areas and accurately focus on the prevention and mitigation of major risks in key areas.
