摘　　要：军政基础教育在军事人才培养过程中,具有基础性、先导性、全局性作用。着眼推动实现“知识、能力、素质”的三阶递进跃升的培养目标,围绕如何实现内涵式发展提出了军政基础素质培养的四条主要原则,然后重点针对如何实现融合式培养,从建设一流的军政课程、管理模式、实践平台,运用一流的方法手段,探索一流的培养机制五个方面,提出了构建全员全过程全方位军校本科学员军政基础素质培养体系的对策思考。Basic military-political education plays a fundamental,leading and overall role in the process of military personnel cultivation.This article focuses on promoting the realization of the training goal of the three-step improvement,namely,knowledge,ability,and quality.Four main principles for cultivating basic military and political qualities have been proposed around how to achieve connotative development.In addition,focusing on how to achieve integrated training,this article proposes countermeasures for constructing a comprehensive system of training basic military-political quality for all cadets,from the construction of first-class military-political curriculum,management mode,practice platform,the application of first-class methods,and the exploration of first-class training mechanism.
