城市群生态经济效率时空演化特征及其影响因素研究——以中国三大城市群为例

摘　　要：辨析城市群生态经济效率的时空演化特征及其驱动因素,是优化区域生态与经济发展空间关系的有效认知路径。文章运用SBM模型、探索性空间数据分析和Tobit模型方法,研究京津冀、长三角、珠三角城市群2010—2020年时空演化特征及其影响因素。结果表明:(1)三大城市群生态经济效率均处于中高等水平,京津冀和珠三角城市群生态经济效率优于长三角城市群;(2)三大城市群空间全局相关性相对较弱,存在正相关与负相关兼有的情况,城市局部自相关状态变化明显;(3)三大城市群城市污水处理厂集中处理率、第二产业增加值与GDP的比重、城镇职工平均工资、教育支出与生态经济效率显著正相关,而与使用外资金额显著负相关。基于研究成果,文章从提升居民生活水平、突破行政壁垒界限、加大环境治理投入、优化产业空间结构、重视专项人才培养等角度提出增强城市群生态经济效率协调性的对策建议。Distinguishing and analyzing the spatio-temporal evolution characteristics and driving factors of eco-economic efficiency in urban agglomerations is an effective cognitive path to optimize the spatial relationship between regional ecology and economic development.This paper uses the SBM model,exploratory spatial data analysis,and Tobit model to study the spatiotemporal evolution characteristics and influencing factors of Beijing-Tianjin-Hebei urban agglomeration,Yangtze River Delta urban agglomeration,and Pearl River Delta urban agglomeration from 2010 to 2020.The results show that:①The eco-economic efficiency of the three urban agglomerations is at a medium-high level,and the eco-economic efficiency of the Beijing-Tianjin-Hebei urban agglomeration and the Pearl River Delta urban agglomeration is better than that of the Yangtze River Delta urban agglomeration.②The global spatial correlation of the three urban agglomerations is relatively weak,and there are both positive correlation and negative correlation,and the local autocorrelation state of the three urban agglomerations changes obviously.③The centralized treatment rate of urban sewage treatment plants,the ratio of the added value of the secondary industry to GDP,the average wage of urban workers,and the education expenditure are significantly positively correlated with the eco-economic efficiency,but significantly negatively correlated with the amount of used foreign capital.Based on the research results,this paper puts forward countermeasures and suggestions to enhance the coordination of eco-economic efficiency of urban agglomeration from the perspectives of improving residents'living standards,breaking through administrative barriers and boundaries,increasing investment in environmental governance,optimizing industrial spatial structure,and paying attention to special talent training.
