摘　　要：政府数据开放是有效解决企业数据资源可获得性的重要途径,对信息化时代企业高质量发展影响重大。利用2007~2019年《中国地方政府数据开放报告》、“中国开放数林指数”和中国上市公司数据考察地方政府数据开放对企业全要素生产率的影响及其作用机制。研究发现:地方政府数据开放显著提升了企业全要素生产率,在运用交互固定效应模型、机器学习等一系列稳健性检验后结论仍然成立。异质性检验发现,地方政府数据开放对企业全要素生产率的正向影响在国有企业、制造业企业和非高技术企业中更明显。机制检验结果表明,地方政府数据开放可以激励企业扩大研发支出,减少企业寻租行为,进而提升企业全要素生产率。Government data opening is an important way to effectively solve the problem of enterprise data resource availability,and has a significant impact on the high-quality development of enterprises in the information age.This article uses"China Local Government Data Opening Report","China Open Data Index"and China's listed company data to investigate the impact of local government data opening on the total factor productivity of enterprises and its mechanism.The study found that the openness of local government data has significantly increased the total factor productivity of enterprises,and the conclusions are still valid after a series of robustness tests such as the use of interactive fixed effects models and machine learning.The heterogeneity test found that the positive impact of local government data opening on the total factor productivity of enterprises is more obvious in state-owned enterprises,manufacturing enterprises and non-high-tech enterprises.The mechanism test results show that the openness of local government data can encourage companies to expand R&D expenditures,reduce corporate rent-seeking behavior,and improve corporate total factor productivity.
