新乡贤参与乡村治理的困境与路径

摘　　要：党的二十大报告提出“全面推进乡村振兴,坚持农业农村优先发展,扎实推动乡村产业、人才、文化、生态、组织振兴”。人才振兴是乡村振兴的关键,而新乡贤是乡村的重要人才资源,在乡村治理中不仅能够起到模范带头作用,还能有效带领村民参与乡村治理,在乡村振兴中扮演着越来越重要的角色。随着中国特色社会主义进入新时代,经济社会高质量发展与城镇化发展迈上新的台阶,乡村涌现出一批有知识、有能力、有资本、有道德、有情怀的新乡贤,他们满怀回报家乡的热情回报家乡。同时,他们是乡村社会治理的新生力量且积极主动参与其中。然而,新乡贤在参与乡村治理中仍面临着相关制度不完善、自身治理能力有限以及参与渠道不畅通等现实问题。为此,可通过构筑新乡贤顶层设计、提升乡贤自身能力素质、畅通新乡贤参与渠道等路径实现新乡贤更好参与乡村治理,助力乡村振兴。The report of the 20th National Congress of the CPC proposed to"comprehensively promote rural revitalization,adhere to the priority development of agriculture and rural areas,and solidly promote the revitalization of rural industries,talents,culture,ecology,and organizations."Talent revitalization is the key to rural revitalization,and new villagers are important talent resources in rural governance,can not only play an exemplary role in rural governance,but also effectively lead villagers to participate in rural governance,playing an increasingly important role in rural revitalization.As socialism with Chinese characteristics has entered a new era and high-quality economic and social development and urbanization development have reached a new level,a number of new villagers with knowledge,ability,capital,morality and feelings have emerged in the countryside,and they are full of enthusiasm to return to their hometown.At the same time,they are a new force in rural social governance and actively participate in it.However,the new villager still faces some practical problems in participating in the rural governance,such as the imperfection of the relevant system,the limitation of their own governance ability and the obstruction of participation channels.To this end,we can realize the better participation of new villagers in rural governance and help rural revitalization by building the top-level design of new villagers,improving their own ability and quality,and opening up channels for new villagers to participate in rural governance.
