摘　　要：高校科研实验室是承担人才培养、开展科学研究的重要场所,是强化国家战略科技力量的重要载体。目前,高校科研实验室的组织模式单一、资源投入不足,服务国家重大战略需求的作用发挥不够。面向新时代科技强国建设,结合高校实际,从战略任务和战略方向两个层级,构建科研实验室体系。实验室科研人员在同一评估周期相互独立,强化实体化建设,实行预警或动态调整机制,建立目标性和竞争性两套指标体系,并应用信息化的手段,调动科研人员的创新动力,激发科研实验室的创新活力,对高校科研实验室的建设和管理具有参考价值。Research laboratories in universities play an important role in cultivating the talents and conducting scientific research,as well as intensifying national strategic scientific and technological strength.But for now,the research laboratories in universities are facing the problems including the unchanging form of organization,insufficient resource investment,and inadequate service for national major strategic needs.To meet the requirements in the new era for building a strong and powerful coun-try in the area of science and technology,combined with the existing conditions of the universities,it is required to establish a scientific research laboratory system considering both strategic tasks and strategic direction.Researchers of a laboratory are expected to remain independent within each evaluation peri-od.More efforts need to be put into the substantializing construction.Assisted with early warning mechanism or dynamic adjustment mechanisms,both target-oriented evaluation system and competitive evaluation system should be well established.Furthermore,by introducing information technologies to inspire the creativity of scientific researchers,the innovation vitality of the research laboratory is also expected to be stimulated.The above-mentioned measures are believed of important reference value of the construction and management of university scientific research laboratories.
