生产要素配置视角下土地互换对家庭农业内生式发展的影响

摘　　要：基于对山东省和安徽省农业家庭调查的784份数据,本文采用Probit模型、最小二乘法和工具变量法,从生产要素配置角度研究土地互换对家庭农业内生式发展的影响。研究发现,土地互换能够在总体上促进家庭农业生产要素投入,促进家庭农业内生式发展。具体表现为:参与土地互换能够显著扩张农业家庭经营面积,促进土地流入并抑制土地流出;同时,促使农业家庭劳动力转移到农业生产中,并增加农业家庭农业资本投入。异质性分析发现,土地互换会吸收部分缺乏就业机会的闲置劳动力参与农业并促进其进行土地规模扩张,但对高龄农民生产要素投入的效果不明显。据此,本文认为出台完善的农村家庭承包土地自主互换制度和高龄农民市场化有偿退出制度是缓解土地细碎化问题和实现家庭农业内生式发展的可行路径。Based on 784 data from agricultural household surveys in Shandong Province and Anhui Province,this paper uses the Probit model,least squares method and instrumental variable method to study the impact of land swap on the endogenous development of family farming from the perspective of production factor allocation.It is found that land swap can promote the input of production factors of family agriculture and promote the endogenous development of family farming.Specifically,participation in land swap can significantly expand the area of agricultural family operations,promote land inflow and inhibit land outflow,and at the same time promote the transfer of agricultural family labor to agricultural production,and increase agricultural family agricultural capital input.The heterogeneity analysis shows that land swap will absorb some idle labor who lack employment opportunities to participate in agriculture and promote their land scale expansion,and the effect on the production factor input of elderly farmers is not obvious.Accordingly,the paper believes that the introduction of a sound system of autonomous swap of rural household contracted land and a market-oriented paid withdrawal system for elderly farmers are feasible ways to alleviate the problem of land fragmentation and realize the endogenous development of family farming.
