摘　　要：企业环境健康合规作为现代环境治理体系的重要部分,能够有效降低环境健康风险。企业实施环境健康合规,以“利益相关者理论”与“外部性理论”作为理论基础。当前,企业环境健康义务的扩大化、企业合规风险增加,使得企业对环境健康合规的需求提升。但在企业环境健康合规管理实践中,由于单纯地追求实施强制性管制措施,加之对企业合规的激励措施运用不足、欠缺有效的环境健康风险交流机制,致使企业实行环境健康合规管理的效果不佳。因此企业实行环境健康合规的目标在于有效预防企业环境违法以及明确企业与员工的责任,其核心内容包括建立专门化的环境健康合规管理机构,建立环境健康合规风险识别、风险分析评估、风险处理程序以有序开展环境健康合规管理工作。同时以外部激励措施增强企业环境健康合规的内在动力,推动企业积极开展合规管理工作,形成“环境共治”的良好格局。优化企业环境健康风险交流程序,促使企业合规管理有效实施。As an important part of modern environmental governance system,environmental health compliance in enterprise can effectively prevent from environmental health risks.The implementation of environmental health compliance in enterprises is based on stakeholder theory and externality theory.In the era of environmental health risks,the expansion of corporate environmental health obligations and the increase of corporate compliance risks have shown sharp curve of the demand for environmental health compliance.However,due to the simple pursuit of mandatory control measures in the practice level of enterprise environmental health compliance management,the effect of enterprise environmental health compliance management is not so good.At the same time,some problems exist in incentive measures and environmental health risk communication mechanism.Therefore,the goal of the implementation of environmental health compliance in enterprises is to effectively prevent it from environmental violations and to divide the responsibility of enterprises and employees.Its core content includes the establishment of a specialized environmental health compliance management organization,and the establishment of environmental health compliance risk identification,risk analysis&assessment,and risk treatment procedures.At the same time,external incentive measures can be used to enhance the internal motivation of enterprise environmental health compliance,promote enterprises to actively carry out compliance management to create a favorable situation.To avoid adverse effects on public health it is important to optimiz enterprise environmental health risk communication procedures and promote effective implementation of corporate compliance management.
