基础研究经费分配结构对区域基础研究效率的影响

摘　　要：采用2011—2020年我国30个省区市的数据为研究样本,构建基础研究投入(人员、经费)、基础研究产出(SCI科技论文数量、EI科技论文数量、CPCI-S科技论文数量和出版科技著作数量)、基础研究经费分配结构(研究机构、高校、企事业单位及其他机构基础经费占比)和区域效率影响因素(经济发展水平、金融发展程度、地方政府财政压力、高等教育水平、对外开放水平)4个类型的变量,基于随机前沿分析模型(SFA)和柯布道格拉斯生产函数(C-D),探讨了我国不同区域的基础研究效率以及基础研究经费分配对区域基础研究效率的影响,并进行模型适用性检验。结果表明,(1)分配给企事业单位及其他机构的基础研究经费越高,区域SCI科技论文数量、EI科技论文数量和科技著作数量的产出效率越高,分配给高校的基础研究经费越高,区域CPCI-S科技论文数量产出效率越高;(2)地区经济发展水平和地方政府财政压力对区域基础研究效率具有显著的负向影响,金融发展程度、高等教育水平和对外开放水平对区域基础研究效率具有显著的正向影响。由此提出提高对企事业单位的基础研究投入水平、建立健全事权与财权、财力相匹配的财政体制、提高金融发展程度、高等教育水平和对外开放水平等相关建议。Using data from 30 provinces and municipalities in China from 2011 to 2020 as a research sample,this paper constructs four types of variables,namely,basic research input(personnel and funds),basic research output(number of SCI scientific papers,number of EI scientific papers,number of CPCI-S scientific papers and number of scientiic publications),basic research funding allocation structure(proportion of basic funds of research institutions,universities,enterprises and public institutions and other institutions)and regional efficiency influencing factors(level of economic development,degree of financial development,financial pressure of local governments,level of higher education,level of opening-up).And based on the stochastic Frontier Analysis model(SFA)and Cogglegrass production function(CD),this paper discusses the efficiency of basic research in different regions of China and the impact of basic research funding allocation on regional basic research efficiency,and conducts the applicability test of the model.The main findings of the study are as follows:Firstly,the higher the basic research funding allocated to enterprises,institutions and other agencies,the more efficient the output of the number of regional SCI scientific papers,the number of EI scientific papers and the number of number of scientific publications;The higher the basic research funding allocated to universities,the more efficient the output of the number of CPCI-S scientific papers;Secondly,the levels of regional economic development and the financial pressure of local governments have a significant negative influence on the eficiency of regional basic research;The degree of financial development,the level of higher education and the level of openness to the outside world have a significant positive influence on the efficiency of regional basic research.Therefore,some suggestions are put forward,such as raising the level of investment in basic research of enterprises and public institutions,establishing and improving the financial system tha
