摘 要:将马克思主义价值观和价值评价理论运用到科技评价过程中,提出贡献价值在科技评价中的内涵,及以贡献价值为导向构建科技评价体系的实践逻辑、理论逻辑、历史逻辑和时代逻辑;从层次分析决策思维模型目标层、准则层、方案层三个层次,探讨贡献价值导向构建科技评价体系的路径,提出贡献价值是属于决策思维模型目标层的层面;建议以贡献价值导向贯穿科技评价体系的整个决策过程,将会进一步提高国家科技资源的分配效率、释放我国举国体制科技攻关优势。Applying Marxist values and value assessment theories to the process of scientific and technological evaluation,the connotation of contribution value in scientific and technological evaluation is proposed.Also,the practical,theoretical,historical,and contemporary logics of constructing a scientific and technological evaluation system oriented by contribution value are put forward.From the three levels of the hierarchical analysis decisionmaking model:the goal level,the criterion level,and the plan level,the path to construct a scientific and technological evaluation system guided by contribution value is explored.It is proposed that contribution value belongs to the goal level of the decision-making model.It is suggested that guiding the entire decision-making process of the scientific and technological evaluation system with contribution value will further improve the allocation efficiency of national scientific and technological resources and unleash the advantages of our national system in technological breakthroughs.
