摘　　要：推进国家治理体系和治理能力现代化是党的十八大以来的重大战略选择。近十年来,国家治理体系和治理能力现代化不断提升,人民幸福感、获得感显著提升。基层治理是国家治理的基石,民族地区基层治理具有一定的复杂性,既为国家治理提供了丰富的元素,也可能为国家治理带来一定的挑战。基于此,我们组织了主题为“民族地区社会治理现代化”的笔谈,以期为民族地区社会治理的同行们抛砖引玉。李俊清教授以民族地区社会治理现代化的价值、目标与着力点为本笔谈进行了很好的开篇;阳义南教授重点围绕城镇社区居家医养结合,讨论了基层社会治理推进路径,重点关照了我国人口老龄化对基层社会治理带来的挑战;周芳苓研究员重点论述了数智赋能县域社会治理现代化的路径创新;张领教授和卫松教授重点围绕乡村治理现代化进行了论述。张领教授主要阐释了乡村社会治理现代化的实现条件及其启示,卫松教授主要论述了民族地区乡村治理现代化的几个关键转向。期望通过“民族地区社会治理现代化”的笔谈与从事此领域研究的专家学者共勉,为民族地区社会治理现代化作出应有的贡献。(stated by the column host):The promotion of modernization in state governance system and capability has been a significant strategic choice since the CPC(Communist Party of China)18th National Congress.Over the past decade much progress has been made in the modernization of state governance system and capability,and the people′s sense of happiness and achievement has risen.The grassroots-level governance is the cornerstone of state governance while in ethnic areas it is of considerable complexity,thus becoming a double-edge sword—enriching the elements of state governance yet posing much challenge to it.As such,here we organize a sequence of notes on the theme the modernization of social governance in ethnic areas in the hope of shedding light on the colleagues doing practical work.Professor Li Junqing starts the discussions from the angles of value,objectives and catch-point of social governance modernization in ethnic areas.Professor Yang Yinan lays emphasis on the paths for grassroots-level social governance and the challenge ageing poses to China′s grassroots-level social governance in particular.Research fellow Zhou Fangling highlights the path innovation for county-level social governance modernization enabled by digital technology.Professors Zhang Ling and Wei Song contribute their ideas to the modernization of rural governance.The former mainly illustrates the conditions for realizing rural social governance modernization and the relevant implications while the latter mainly discusses several key turns for the modernization of rural social governance.It is hoped that the above explorations can serve as references to researchers with similar ambition and contribute to the modernization of rural social governance in ethnic areas.
