从“理想”到现实:真实田野中真问题的习得策略

摘　　要：作为中国式现代化的重要课题之一,提炼中国式治理的理论与实践经验是公共管理领域案例研究的重要使命。既有关于案例研究的文章强调案例研究中的因果机制、因果关系以及以追求两种“因果”为目标的“技艺”的优化,这些探讨暗含着一个“理想”假设:研究者掌握这些知识就能顺利融入田野展开调查。这显然低估了田野本身所带来的调查困难。文章尝试回应上述研究在理解真实田野上所忽略的问题。作为田野调查主体的研究者应摆脱对田野调查客体的“理想”假设,认识到田野调查客体固有的自利性使得获取田野调查客体的信任成为开展田野调查的先决条件。研究者易产生对田野调查的“善意认知偏差”,一个周期长、信息繁杂、环境冷漠的田野才是真实的田野;相应地,面对“现实”田野,具备耐心、敏感、热忱三种品质是研究者克服田野调查困难的必要条件。基于对真实田野调查策略的论述,田野调查的首要目标是确定真实的研究问题,并提出“反常性”与“重要性”是判断问题质量的标准。文章认为这些被长期忽略的田野调查认知素养及相应方法应在研究中与课堂上被强调与传授,这不仅有利于案例研究的传播与扩展,还有利于公共管理领域总结中国式治理的理论与实践成果。The exploration of governance theories and practices in China is a vital aspect of the country's modernization narrative,particularly in public management case studies.While case study literature often focuses on enhancing causal mechanisms and understanding causality,it tends to assume that researchers can seamlessly engage with the field.This overlooks the actual com-plexities of fieldwork.The article recommends acknowledging the intrinsic self-interest of subjects in the field and the necessity of gaining their trust for conducting research.It critiques the optimistic cognitive bias researchers may hold about fieldwork and exposes the reality of a demanding,intricate environment that often yields indifferent feedback.Researchers must adopt patience,sensitivity,and passion to navigate these challenges successfully.The article advocates for field investigations aimed at unearthing authentic research questions,suggesting that“deviation from the norm”and“relevance”serve as benchmarks for assessing the quality of research issues.Emphasizing these cognitive skills and field methods is crucial in academic discourse and pedagogy enhancing case study methodologies and enriching the understanding of China's governance practices in public management schol-arship.
