摘　　要：派出所是公安机关保持同人民群众密切联系的最重要的桥梁和纽带,是公安基层基础工作的核心,也是公安改革的关键环节。按照公安部完善派出所警务运行机制改革的要求,派出所积极推行“两队一室”改革,取得了阶段性成果,但在运行过程中不可避免存在制约和困境。文章对辽宁、山东、河北8个设区市和重庆、天津、北京9个区的派出所共138份样本进行深度访谈,运用扎根理论研究方法,借助Nvivo12.0软件对访谈文本进行编码,构建出派出所“两队一室”警务运行困境和优化路径理论模型。The police station is the most important bridge and link for the Public Security Bureau to keep close contact with the people.It is also the core of the basic work of public security at the grass-roots level and the key link of public security reform.In accordance with the requirements of the deployment of the Ministry of Public Security and the reform of the police operational mechanism,the reform of“Two Teams and One Room”has been actively carried out by the police stations at the grass-roots level throughout the country,and the phased results have been achieved.However,in the process of operation there are inevitable constraints and difficulties.Based on in-depth interviews with 138 samples from 8 districts in Liaoning province,Shandong Province,Hebei province and 9 district police stations in Chongqing,Tianjin and Beijing,this paper applies the grounded theory research method,with the help of NVIVO12.0 software to encode the interview text,build the police station“Two Teams and One Room”police operational difficulties and optimization path theory model.
