摘 要:科技人才评价政策是激发科技人才创新活力的重要手段。比较研究各地政府出台的科技人才评价政策,探寻政策差异和问题并提出改进建议,对推动科技人才评价改革扎实落地至关重要。基于政策工具分类理论,采用内容分析法,对《关于开展科技人才评价改革试点的工作方案》中确定的改革试点地区科技人才评价政策文本的核心内容进行量化分析。研究发现:试点地区对供给型政策工具的使用较为频繁,政策工具内部结构不平衡,在环境型和需求型政策工具的使用中,忽视了“宣传教育”和“项目支持”等政策工具的运用。最后,提出加强环境型和需求型政策工具的使用,完善科技人才分类评价体系,并相互借鉴各试点地区的先进做法等建议。Scientific and technological talent evaluation policy is an important means to stimulate the innovation and vitality of scientific and technological talent,which plays the role of"baton"in the development of scientific and technological talent.If the"baton"function of the evaluation policy for scientific and technological talents is well played,it can stimulate the innovation vitality of scientific and technological talents and promote scientific and technological innovation.Comparative study of the evaluation policies of scientific and technological talents issued by governments around the world,looking for policy differences and problems and putting forward suggestions for improvement are crucial for promoting the solid implementation of scientific and technological talent evaluation reform.Based on the classification theory of policy tools,this paper adopts the content analysis method,takes the pilot reform regions identified in the"Work Program on Pilot Reform of Scientific and Technological Talent Evaluation"as the research object,and follows the steps of analytical framework construction,sample selection,and policy text coding to quantitatively analyze the core content of the text of the evaluation policies of scientific and technological talents in the pilot regions.The study finds that in order to stimulate the innovation vitality of scientific and technological talents,the pilot regions have continuously introduced various policies to optimize the evaluation standards of scientific and technological talents,and established scientific evaluation mechanisms and evaluation cycles.However,in the use of various policy tools,there are still problems in three aspects:(1)Frequent use of supply-type policy tools,and imbalance in the internal structure of policy tools.The two supply-type policy tools of evaluation mechanism and supervision and correction are particularly frequently used in pilot areas,and over-reliance on a certain type of policy tools is difficult to promote the solid implementation of scientific
