摘　　要：近年来,随着欧洲高等教育普及化和国际化的纵深发展,欧洲高等教育区外部质量保障体系在执行主体、组合方式以及内容上呈现出多样化发展特征;同时,在现代信息技术的影响以及2020年暴发的新冠疫情的冲击下,欧洲高等教育区外部质量保障体系又呈现出流程自动化、决策实证化、活动虚拟化的数字化转型趋势。尽管欧洲高等教育区外部质量保障体系的多样化发展和数字化转型适应了欧洲高等教育区高等教育发展的新诉求,但在实践中依然存在诸多问题:如利益相关者参与质量保障的有效性不足、外部质量保障标准与法律的适用性不强、虚拟形式的外部质量保障活动的专业性不足等,这些问题都阻碍着外部质量保障体系更好地发挥作用。欧洲高等教育区外部质量保障体系的实践成效与现实困境,能为我国高等教育外部质量保障体系在完善外部质量保障治理机制、优化外部质量保障标准、创新外部质量保障工作模式等方面提供一些思路与启示。In recent years,with the popularization and internationalization of higher education in Europe,the external quality assurance system of the European Higher Education Area has exhibited diverse characteristics in terms of the implementing bodies,operational modes,and content.Additionally,the influence of modern information technology and the impact of the COVID-19 pandemic since 2020have accelerated the digital transformation of the external quality assurance system.This transformation is evident in the automation of processes,data-driven decision-making,and the virtualization of activities.While these developments have addressed the evolving needs of European higher education,several challenges persist.These challenges include limited stakeholder participation in quality assurance,the relevance of external quality assurance standards and regulations,and professionalism of virtual external quality assurance activities.These obstacles hinder the effective functioning of the external quality assurance system.Analyzing the practical outcomes and challenges faced by the European higher education external quality assurance system can provide valuable insights for China in improving its own external quality assurance governance mechanism,enhancing the relevance of external quality assurance standards,and exploring innovative approaches to external quality assurance.
