摘　　要：世界卫生组织在华合作中心作为中国与世界卫生组织开展卫生技术合作的窗口,在维护卫生领域安全、推动卫生健康事业发展、实现卫生领域多边主义、构建人类卫生健康共同体等方面具有不可替代的作用。然而,世界卫生组织在华合作中心存在因缺少激励约束机制产生的履职不到位、发挥作用不明显等实际发展问题。对世卫组织在华合作中心的激励约束机制进行梳理,发现当前世卫组织在华合作中心发展存在缺乏激励约束相关制度保障、沟通平台建设不全面、激励方式单一、约束环节缺位等问题,应该在全球层面加强世卫组织对世卫组织在华合作中心的指导与沟通,区域层面发挥世卫组织对世卫组织在华合作中心的引领作用,国家层面完善世卫组织在华合作中心的顶层设计,机构层面建立世卫组织在华合作中心的科学评价体系。As the showcase for technical cooperation in health between China and WHO,the WHO Collaborating Centre in China plays an irreplaceable role in maintaining health security,promoting health development,realizing multilateralism in the field of health,and building a community of human health.However,China's WHO Collaborating Centers are facing practical development problems such as the lack of incentives and constraints for WHO Collaborating Centers to perform their duties and play their roles.This study reviews the incentive and constraint mechanisms of WHO Collaborating Centre in China.It points out that there are problems in the development of WHO collaborating centre in China,such as lack of institutional guarantees for incentives and constraints,incomplete communication platform construction,single incentive methods and absence of constraints.The proposal is to strengthen the guidance and communication between WHO and WHO Collaborating Centers in China at the global level,to give full play to the leading role of WHO for WHO Collaborating Centers in China at the regional level,to improve the top-level design of WHO Collaborating Centers in China at the national level,and to establish a scientific evaluation system for WHO Collaborating Centers in China at the institutional level.
