边疆少数民族教育精准脱贫的经验、挑战与应对——以广西那坡黑衣壮族为例

摘  要:“教育精准脱贫”是实现二十大报告指出的“全体人民共同富裕”以及“物质文明与精神文明相协调”这两个中国式现代化的重要路径,扶贫不仅是扶资金扶经济,还是扶理念扶智慧,知识和智慧最能改变贫困的面貌。教育精准脱贫旨在有效解决“精神贫穷”和“能力贫困”的问题,建成“物质”和“精神”协调发展的美丽乡村生态。民族地区是教育精准扶贫精准脱贫的重点区域,尤其是边疆少数民族地区的教育长期落后于沿海和内地,并且差距逐步扩大。以广西中越边境的黑衣壮族为例,研究边疆少数民族“教育精准脱贫”的成功经验、面临挑战以及如何深化教育扶贫政策,用好持续稳定的教育扶贫长效机制应对新问题、新挑战对于巩固我国广大边疆少数民族地区的民族团结、边疆稳定、人才培养、乡村振兴具有很强的现实意义。“Targeted poverty alleviation through education”is an important way to achieve the two important paths of Chinese-style modernization pointed out in the report of the 20th National Congress of China,“common prosperity of all the people”and“coordination of material civilization and spiritual civilization”,because poverty alleviation is not only to support funds and the economy,but also to support ideas and wisdom,and knowledge and wisdom can best change the face of poverty.Targeted poverty alleviation through education aims to effectively solve the problems of“spiritual poverty”and“ability poverty”,and build a beautiful rural ecology with coordinated development of“material”and“spiritual”.Ethnic minority areas are the key areas for targeted poverty alleviation and poverty alleviation,especially in border ethnic minority areas,where education has long lagged behind coastal and inland areas,and the gap has gradually widened.From the perspective of the black-clothed Zhuang ethnic group on the Sino-Vietnamese border in Guangxi,this paper studies the successful experience of“targeted poverty alleviation through education”of border ethnic minorities,the challenges faced in the period of relative poverty alleviation in education,how to deepen education poverty alleviation policies,and the use of sustainable and stable long-term mechanism of education poverty alleviation to cope with new problems and challenges,which are of strong practical significance for ethnic unity,border stability,talent training and rural revitalization in the vast border ethnic minority areas of China.
