摘　　要：从话语分析的视角对相关政策文本进行分析,研究分析相关话语转换,分析教育治理体系和教育治理能力的特点、经验,挖掘话语体系表象下不同时期、不同阶段、不同环境下教育治理体系和能力的观念和举措,从外在因素的影响和自身发展分析产生教育治理变革和发展的原因并总结规律,在推进国家治理体系和治理能力现代化的大背景下,提出构建大学治理现代化体系、提升大学治理能力现代化的实践路径具有重要意义。This paper analyzes the relevant policy texts from the perspective of discourse analysis,studies and analyzes the relevant discourse transformations,analyzes the characteristics and experiences of the educational governance system and the educational governance capacity,digs into the concepts and initiatives of the educational governance system and capacity under the discourse system’s surface in different periods,stages,and environments,and analyzes the reasons for generating the changes and development of educational governance from the influence of external factors and its own development,Summarize the law.In the context of promoting the modernization of the national governance system and governance capacity,it puts forward the practical path of building a modernized system of university governance and enhancing the modernization of university governance capacity.
