摘　　要：为了更好地理解高校治理和高校党建的制度逻辑,需要从形式与实质两个维度,去厘清高校基层组织工作制度的规范基础与制度要素,处理好有关高校基层组织工作的国家法律、党内法规、政策文件、自治规则等四类规范体系的协调衔接问题。中央可以党内法规的形式,合理配置高校党委、院(系)党总支、党支部等三个层级组织的主要职责,科学安排纪律检查工作、党员队伍建设、干部和人才工作、思想政治工作、对群团组织的领导等五类核心任务内容。高等教育管理部门与相应层级党委组织,还需要从其具体实施和保障体系层面,畅通其知规、守规、执规和督规的全过程,通过强有力保障体系确保该制度及其体系的良性运转。To clarify the normative basis and system elements of the work system of grassroots organizations in universities from two aspects,form and substance,and deal with the coordination and connection of four types of regulatory systems related to the work of grassroots organizations in universities,including national laws,internal party regulations,policy documents,and autonomous rules.Reasonably allocate the main responsibilities of the three-level organization of the university's party committee,college(department)party branch,and party branch,scientifically arrange disciplinary inspection work,party member team building,cadre and talent work,ideological and political work,leadership of group organizations,etc.It is also necessary to smooth the whole process of knowing,observing,implementing and supervising regulations from the level of its specific implementation and guarantee system,and ensure the sound operation of the system and its system through a strong guarantee system.
