德国高等教育质量评估模式与借鉴

摘　　要：从评估制度、评估机构及职能、评估程序三方面对德国高等教育评估模式进行系统分析与梳理,并在此基础上进一步总结出:我国高等教育评估模式应在评估目标与标准的适应性和特色性方面,建设具有独立性的评估机构,构建内外协同的高等教育评估体系,完善以学生学习成果评估为核心的高等教育评估内容指标,注重评估结果执行的有效性五方面进一步改进。尤其在优化评估模式、提升办学水平、保障教育质量等方面,对我国高等教育评估具有较大的借鉴意义。This paper systematically analyzes and categorizes the education evaluation system of Germany from three aspects,namely evaluation systems,Evaluation organization and functions,and evaluation procedures,all of which further proposals are based on,specifically,the adaptability and characteristics of evaluation objectives and standards to create an independent evaluation organization in China,building a higher education evaluation system combining domestic and international protocols,formulating a higher education content evaluation index centered on the evaluation of students’learning outcomes,and emphasizing evaluation results。These five aspects are able to play a positive role in establishing evaluation models,and enhance the education quality level of running higher education institutes in China。
