地方高校涉外法治人才培养的困境及对策——以“一带一路”建设为背景

摘　　要：随着我国积极推进对外开放步伐的不断加快,涉外法律事务日益复杂化、多样化,对涉外法治人才的需求急剧增加。地方高校的涉外法治人才培养在统筹“两个大局”与统筹国内法治和国际法治时代背景下,面临着教学资源不足、教师队伍建设不完善、课程设置不科学、培养机制未精细化、协同培养未全面展开的困境。面对此困境,需要夯实地方高校涉外法治人才培养的基础,完善地方高校涉外法治人才的培养机制,在满足社会对涉外法治人才需求的同时,提高地方高校涉外法治人才培养的质量和效果。With our country actively accelerating the pace of opening to the outside world,foreign legal aff airs get increasingly complex and diversified,and there is a sharply increasing demand for foreign legal talents.However,the cultivation of foreign-related legal talents in local colleges and universities is faced with the dilemma of insufficient teaching resources,imperfect construction of teaching staff,unscientific course off ering,unrefined training mechanism,and incomplete collaborative training.For training foreign-related legal talents,local colleges and universities are suggested to take the following countermeasures under the background of coordinating the“two overall situations”involving domestic and international rule of law:consolidating the training foundation,improving the training mechanism,and improving the training quality and effect while meeting the social demand for foreign-related legal talents.
