摘　　要：砂石矿产是海南自贸港建设背景下经济社会发展的重要物质基础,砂石矿产资源勘查开发事关海南自贸港建设的民生和生态安全。矿产资源开发利用尤其是露天砂石矿产资源的开发是强烈地改变区域地形地貌和影响生态环境的活动,生态空间分区管制为砂石矿产资源开发提供了适宜性与冲突性双重约束,促进构建维护区域生态安全,维护山水林田湖草沙“生命共同体”下的矿产资源开发格局。从海南砂石资源禀赋特征、生态要求和市场需求等角度出发,总结在生态优先背景下砂石矿产资源保障的经验,推动形成符合新时期要求的砂石资源新发展模式,实现绿色矿业新发展格局。Sand mineral resources are an important material basis for the economic and social development of the construction of Hainan Free trade Port.The exploration and development of sand mineral resources concerns people's livelihood and ecological security of the construction of Hainan free trade Port.The exploitation and utilization of mineral resources,especially the exploitation of open-air sand and stone mineral resources,is an activity that strongly changes the regional topography and geomorphology and affects the ecological environment.The ecological space zoning control provides dual constraints of suitability and conflict for sand and stone mineral resources,so as to construct and maintain the regional ecological security and the mineral resource development pattern under the“life community”of mountains,rivers,forests,fields,lakes and grasses.Based on the characteristics of sand and stone resource endowment,ecological requirements and market demands in Hainan,this paper summarizes the experience of sand and stone mineral resources guarantee under the background of ecological priority,and promotes the formation of a new development mode of sand and stone resources in line with the requirements of the new era and the realization of a new development pattern of green mining.
