转型社区治理中村民小组长的角色定位及其形塑机制——基于景苑社区的案例分析

摘　　要：在城镇化背景下,农民集中上楼形成了多种形式的转型社区,这些社区如何治理是值得研究的重要议题。基于景苑社区的案例研究发现,作为一种乡村“次级治理支持网络”的重要组成部分,村民小组长在社区转型中的角色非但没被削弱,反而有所强化。在转型社区尚未建立统一组织体系的现实情境下,村民小组长的延续既保证了新社区的正常运转,又实现了原有村庄共同体的再联结。村民小组长在新的场域中扮演着“内生性意见领袖”的角色,具有信息来源广、影响力大、责任感强等特征,承担着传递信息、动员村民和平衡利益的功能,而这一角色的形塑是行政吸纳、村民期待以及角色认同共同作用的结果。正是借助村民小组长角色功能的发挥,转型社区实现了有序运转。Under the background of urbanization,the fact of farmers moving upstairs together has formed various transforming communities,and how these communities are governed is an important issue worthy of study.Based on the case study of Jingyuan community,it is found that the role of vllage group leaders in community transformation has been strengthened rather than weakened as an important part of a rural"sub-governance support network".Under the reality that the transforming community has not yet established a unified organizational system,the continuation of the village group leaders not only ensures the normal operation of the new community,but also realizes the re-connection with the original village community.The village group leaders play the role of"endogenous opinion leaders"in the new field,with the characteristics of wide source of information,great influence,strong sense of responsibility,etc.,and undertake the functions of transmitting information,mobilizing the villagers and balancing the interests,and the shaping of this role is the result of the joint action of the administrative absorption,the villagers'expectation and the role identity.It is through the performance of the village group leaders that the transforming community has realized orderly operation.
