政策工具视角下中外合作办学政策变迁与发展走向

摘　　要：中外合作办学政策对中外合作办学事业的恢复、规范和提质增效起着重要作用。文章基于政策工具视角,对1978—2022年间与中外合作办学相关的49份政策文本进行分析发现,中外合作办学政策体系已初步形成,推动中方主动引领中外合作办学已成政策发展趋势,高质量发展是其核心目标。为促进中外合作办学高质量发展,应进一步发挥政策工具的引领作用,加强政策与实践间的紧密结合;发挥政策工具的支持作用,推动人才培养、科学研究和社会服务全面发展;发挥政策工具的革新作用,实现中外合作办学“引进来”与“走出去”双向互动发展。The policy of Chinese-foreign cooperation in running schools(CFCRS)plays an important role in restoring,standardizing and improving the quality and efficiency of CFCRS.Based on the perspective of poli-cy tools,this paper analyzes 49 policy texts related to CFCRS between 1978 and 2022.The study found that the policy system for CFCRS has initially taken shape,and promoting China to actively lead Chinese-foreign coop-eration in running schools has become a policy development trend.High-quality development is the core goal of CFCRS.In order to promote the high--quality development of CFCRS,we should further play the leading role of policy tools and strengthen the close combination between policy and practice;And give full play to the sup-porting role of policy tools to promote the comprehensive development of talent training,scientific research and social services.Also,we should give full play to the innovative role of policy tools,and realize the two-way in-teractive development of"bringing in"and"going out"of CFCRS.
