广东“退休红利”对接海南发展的反哺机制研究——基于人力资本理论的视角

摘　　要：本文把海南振兴放置在我国现阶段人口老龄化及“退休红利”的大背景下,从人力资本理论的视角出发,研究发现海南人力资源匮乏存在“输入”需求,广东人力资源丰富形成了“输出”能力,由此提出两者的互补性是推动海南与广东在人力资源领域开展合作的基础,建议发挥好广东“退休红利”,推动广东“退休红利”转化为海南振兴“人力资源红利”,构建广东“退休红利”对接海南发展的反哺机制。本文的结论是海南振兴战略要解放思想,转变思路,创新探索,不要只是盯着“钱”,而要依据经济增长“三要素”与“五要素”,围绕人力资源做文章。Placing the revitalization of Hainan in the context of the current aging population and the“re⁃tirement dividend”in China,from the perspective of human capital theory,this paper analyzes the“input”de⁃mand for the scarcity of human resources in Hainan and the“output”ability formed by the abundance of human resources in Guangdong.It is proposed that the complementarity between the two is the foundation for promot⁃ing cooperation between Hainan and Guangdong in the field of human resources,and establishing and playing a good role in Guangdongs“retirement dividend”,Promote the transformation of Guangdongs“retirement divi⁃dend”into Hainans“human resource dividend”for revitalization,and build a feedback mechanism for Guang⁃dongs“retirement dividend”to connect with Hainans development.The conclusion of this article is that Hainans revitalization strategy needs to liberate the mind,change thinking,innovate and explore,not just focus on“money”,but based on the“three elements”and“five elements”of economic growth,focusing on human resources.
