多重螺旋视角下的苏州工业园区创新生态系统发展研究

摘　　要：基于多重螺旋的创新理论视角,结合区域创新生态系统和产业集群理论,采用描述性案例分析方法,分析苏州工业园区创新生态系统的建立、发展和演化过程。结果表明:(1)中新两国合作获得的跨国隐性知识转移是苏州工业园区创业创新启动的基石;(2)政府、企业(产业)、大学、新型科研机构、公众、自然环境等异质创新主体作用下的多方协同、开放式创新、迭代式创新逐步形成,由此发展为多重螺旋区域创新体系和可持续发展的创新共同体;(3)企业在干中学、用中学、互动中学的过程中对生产力要素进行创新实践;(4)地方政府从传统政府向创新政府的转变是创新生态系统成长的关键。通过对苏州工业园区构建世界一流高科技园区的路径梳理和分析,可以更加深入理解在全球化背景下的中国式现代化区域创新生态系统,对未来苏州乃至其他新兴创新空间具有参考和借鉴意义。As the China-Singapore Suzhou Industrial Park is speeding up the construction of an"Open and innovative world-class high-tech zone",it brings benefits to explore and build a theoretical model of innovative practices based on the Suzhou Industrial Park.Taking the theoretical perspectives of the multiple helix model and integrating the innovation ecosystem and the industry cluster theory into the framework,this paper investigates the establishment and evolution of the scientific innovation ecosystem in the Suzhou Industrial Park.Based on the research,the results are shown that the international transfer of tacit knowledge through the reliable China-Singapore collaboration,which was initiated by the governments,lays the foundation of the innovation system in the Suzhou Industrial Park;an open,innovative,collaborative,and regenerative multiple-helix regional innovation system gradually forms which consists of various heterogeneous factors including the government,enterprises(industry),universities,new scientific research institutes,the public and natural environment,etc.,thus facilitating the formation of a sustainable innovation community;enterprises carry out innovative utilization of productive factors in the process of"learning by doing","learning by using"and"learning by interacting".the shift of the local government from a traditional government to an innovative one is key to the growth of the innovation ecosystem.Through investigating the shaping of world-class high-tech zone of the China-Singapore Suzhou Industrial Park,the paper provides a deep understanding of Regional Innovation Ecosystem with the paradigm of Chinese-style modernization under the background of globalization,and sheds light upon Suzhou's future development and other areas'efforts of facilitating scientific innovations.
