双报价法在评标中的应用研究

摘　　要：鉴于现行评标办法存在难以判定投标报价低于成本的缺陷以及综合评标法报价竞争性不足等情形,创新一种新型评标办法即双报价法(非竞争性成本报价与竞争性报价),对非竞争性成本报价和竞争性报价作出明确定义,该评标办法设置了非竞争性成本报价评审筛选环节和竞争性报价评标环节。非竞争性成本报价用于评审筛选参与竞争性评标环节的投标人,竞争性报价用于确定中标人的评标环节,本文对双报价法进行详细介绍,对其理论基础进行分析,对双报价法的注意事项及意义进行阐述。In view of the shortcomings of the current evaluation method in determining that the bid price is lower than the cost,as well as the insufficient competitiveness of the comprehensive evaluation method,a new evaluation method,namely the double quotation method(non competitive cost quotation and competitive quotation),is innovated to provide a clear definition of non competitive cost quotation and competitive quotation.This evaluation method sets up a screening stage for non competitive cost quotation evaluation and a competitive quotation evaluation stage.Non competitive cost quotation is used to evaluate and select bidders participating in the competitive evaluation process,and competitive quotation is used to determine the bid evaluation process of the winning bidder.This article provides a detailed introduction to the double quotation method,analyzes its theoretical basis,and elaborates on the precautions and meanings of the double quotation method.
