平台企业跨界经营及其监管政策研究

摘　　要：随着平台企业增速放缓,越来越多的平台企业开始采取跨界经营策略,以寻求新的增长点。本文阐述了平台企业跨界具有产品和服务多样化、数据指导跨界决策、平台势力传导的特征,分析了平台企业出于平台进入存量竞争时代、网络外部性和生态系统发展的需要而实施跨界策略的动因,并经过模型分析得出:平台企业实施的横向和纵向跨界行为,当跨界成本较高时会导致平台利润和社会总福利降低。为了尽量减少对社会总福利的损害,需要理清平台企业跨界过程中可能存在的平台势力跨市场滥用、数据安全和数据滥用、资本无序扩张等问题。相应地,监管部门可以通过制定相关法律法规、提高安全技术标准和推动平台信息开放的监管对策来应对平台企业跨界中存在的问题,促进平台企业持续健康发展。With the slowdown in the growth rate of platform enterprises,more and more platform enterprises have begun to adopt cross-border business strategies to seek new growth points.This paper expounds that the platform enterprises have the characteristics of diversified products and services,data guidance of cross-border decision-making and platform power transmission,and analyzes the motivation of the platform enterprises to implement the cross-border strategies for the need of the platform entering the era of stock competition,network externality and ecosystem development.Through model analysis,it is concluded that the horizontal and vertical cross-border behaviors implemented by platform enterprises will lead to the decrease of platform profits and total social welfare when the cross-border cost is high.In order to minimize the damage to the total social welfare,it is necessary to clarify the possible problems such as cross-market abuse of platform forces,data security and data abuse,and disorderly expansion of capital in the cross-border process of platform enterprises.Accordingly,the regulatory authorities can deal with the problems existing in the cross-border industry of the platform enterprises by formulating the relevant laws and regulations,improving the safety technical standards and promoting the opening of the platform information,and promote the sustainable and healthy development of the platform enterprises.
