社会保险对农民工创业的异质性影响——基于不同类型社会保险的比较研究

摘　　要：基于2020年中国家庭追踪调查(CFPS)数据集,采用Logit回归、倾向得分匹配方法,评估与比较不同类型社会保险对农民工创业活动的异质性影响。结果表明:1)不同类型的社会保险对农民工创业的影响效果不同,农村社会保险有助于促进农民工创业,由于保障水平有限,主要作用于农民工选择创业风险较低的自家农业生产经营型创业;2)城镇社会保险的“就业锁定”效应和高保障性会抑制农民工创业,但对农民工选择创业风险较高的非农业创业的负面影响相对较弱;3)养老保险对创业的促进或抑制作用均要强于医疗保险,但医疗保险对不同年龄段和不同家庭规模的农民工创业作用效果呈明显差异。据此,建议提高农村社会保险的整体覆盖率、优化农村社会保险的待遇水平、弱化城镇社会保险的“就业锁定”效应。Based on the China Family Panel Studies(CFPS)data of 2020,the paper uses Logit regression and propensity score matching methods to evaluate and compare the heterogeneity influence of social insurance on migrant workers’entrepreneurship.The results show that the influence of different types of social insurance on migrant workers’entrepreneurship varies significantly.Rural social insurance can promote migrant workers’entrepreneurship.However,because of its limited security level,it mainly works on the type of self-owned agricultural production and operation,which possesses low entrepreneurial risk.Meanwhile,the“job-locking”effect and high security level of urban social insurance discourage migrant workers’entrepreneurship,but it has relatively weak negative influence on their selection of non-agricultural type,which possesses high entrepreneurial risk.Besides,endowment insurance has a stronger promoting or inhibiting effect on entrepreneurship than health insurance,while health insurance has strikingly different influence on entrepreneurship among migrant workers of different ages and family scales.Based on this,it is suggested to increase the overall coverage rate of rural social insurance,optimize the treatment level of rural social insurance,and weaken the“job locking”effect of urban social insurance.
