多主体治理视域下突发公共卫生事件应急机制研究

摘　　要：目的:研究探索突发公共卫生事件应急领域多主体治理和机制建设情况,为推进突发公共卫生事件应急管理提供理论参考。方法:对国家疾病预防控制机构行政部门相关负责人和公共卫生领域有较深造诣的专家进行访谈,运用扎根理论的编码范式将原始资料进行逐级提炼、归纳、分析。结果:经过编码,最终提炼出22个初始范畴、13个主范畴和4个核心范畴,最终形成四个阶段、两个状态下统筹层面、组织层面、执行层面和保障层面的突发公共卫生事件应急领域主体机制运作逻辑框架。结论:从多主体治理视域下提出突发公共卫生事件应急机制在未来发展中应坚持以国家疾病预防控制局主导的平急衔接转换机制,完善卫生应急工作配套保障机制的同时,构建多主体协同的突发公共卫生事件应急机制,并形成联通顺达的人、物联防监测机制。Objective To explore the construction of multi-subject governance and mechanisms in the field of emergency re-sponse to public health emergencies,and provide theoretical references for improving the management of emergency response to public health emergencies.Methods Interviews were conducted with relevant persons in charge of the administrative departments of national disease prevention and control agencies and public health experts.And the raw data were refined,summarized and ana-lyzed step by step by applying the coding paradigm of rooted theory.Results After coding,22 initial categories,13 main categories and 4 core categories were finally extracted,and formed a logical framework for the operation of the main mechanism in the field of emergency response to public health emergencies in four phases and two states at the level of co-ordination,organization,imple-mentation and guarantee.Conclusion From the perspective of multi-subject governance,it is proposed that the emergency response mechanism for public health emergencies should be developed in the future by insisting on the level-emergency convergence and transformation mechanism led by the National Bureau of Disease Control and Prevention,improving the supporting guarantee mecha-nism for health emergency response,constructing a multi-subject coordinated emergency response mechanism for public health e-mergencies,and forming a connected and smooth mechanism for joint defence and monitoring of human beings and objects.
