科技人才聚集、科技产出与绿色GDP的互动关系研究——以京津冀区域为例

摘　　要：构建了科技人才聚集、科技产出和绿色GDP的三变量结构向量自回归模型(SVAR),并应用该模型开展了针对京津冀区域的实证研究,探析了三者之间的互动关系。研究表明:绿色GDP总量正向影响科技人才聚集度变化;而科技人才聚集度不是引起绿色GDP总量变化的格兰杰原因;科技产出在短期内对科技人才聚集度变化有抑制作用,但长期来看科技产出正向影响科技人才聚集度变化;科技人才聚集度能够引起科技产出变化,长期来看不合理的人才聚集抑制了科技产出的发展;绿色GDP总量正向影响科技产出变化;科技产出正向影响绿色GDP总量变化,但强度较弱。进而,提出了促进京津冀区域经济高质量发展的建议。This paper constructs a three-variable structure vector autoregressive model(SVAR)of scientific and technological talent aggregation,scientific and technological output and green GDP,and USES this model to carry out an empirical study on the Beijing-Tianjin-Hebei region and explore the interaction between the three.The research shows that the total green GDP positively influences the change of the concentration degree of scientific and technological talents.The concentration of scientific and technological talents is not the granger cause of the change of green GDP.Scientific and technological output has an inhibitory effect on the change of scientific and technological talent aggregation degree in the short term,but in the long term,scientific and technological output has a positive effect on the change of scientific and technological talent aggregation degree.The degree of scientific and technological talent aggregation can cause the change of scientific and technological output.The total green GDP positively affects the change of scientific and technological output.Scientific and technological output has a positive impact on the change of green GDP,but the intensity is weak.Furthermore,the author puts forward some suggestions to promote the high quality development of Beijing-Tianjin-Hebei regional economy.
