摘　　要：我国排污权交易制度经过几十年的试点推进,已进入深化发展阶段,大部分排污权交易试点地区已构建了相对稳定的交易制度体系,并积累了较长时间的交易数据。但目前国家尚未对排污权交易建立全国范围的统一市场,也未制定统一的排污权交易制度体系。因此,各试点地区排污权交易制度体系存在一定差异,实施效果上也存在一定差距,试点示范成效亟须开展科学、全面评价。论文系统梳理了排污权交易制度的建设过程,归纳提炼出排污权交易制度的“1+5+9+N”体系;并在此基础上,综合内部视角的交易市场发展水平与外部视角的交易市场综合效应,提出排污权交易制度体系建设效果评价的理论框架及具体方法,从而为我国试点地区排污权交易制度体系的系统化完善,以及排污权交易全国统一大市场的构建提供可复制、可应用的理论及方法学依据。After decades of pilot promotion,China’s pollutant emission trading system has entered the stage of deepening development.Most of the emission trading pilot projects have built a relatively stable trading system and accumulated long-term trading data.However,at present,the country has not yet established a national unified market for emission trading,and therefore it has not formulated a unified emission trading system.Therefore,there may be some differences between the pilot emission trading system and the construction effect,but there is a lack of scientific evaluation basis to give perfect guidance.This paper systematically sorts out the construction process of emission trading system,and summarizes the“1+5+9+N”system of emission trading system.On this basis,the theoretical framework and specific evaluation methods are proposed here by integrating the development level of the trading market from the internal perspective and the comprehensive effect of the trading market from the external perspective.The proposal of the evaluation framework will provide an important theoretical and methodological basis for the systematic improvement of the emission trading system of each pilot in China and the construction of a unified national market for emission trading.
